I don't think it's a misleading title because it reads, "FCC Proposal". That just means someone proposed it to the FCC; which is exactly how I read it. Now, if the title read, "Proposal by the FCC" or "FCC makes proposal" then I would agree that it was misleading. "has asked/petitioned them to" has essentially the same meaning as 'proposal".
