I believe this scanner uses banks Incorrect! The WS1040 and WS1065 are object-oriented scanners using systems and scan lists. You create a system for Vanderburgh County. You then enter the parameters for the system such as System Type, Alpha Tag (system name), and control channels for sites in the Frequency List.
