AARP/UHC is the only one I know of that does the discount thing. The four states you mentioned have community pricing, and the premium is the same for a given plan regardless of whether the person is 65 or 95. You can see for yourself by using the plan finder at Medicare.gov and entering various ages--the premium is always the same.
AARP should be thoughtful about it's audience and not offer items that have not been vetted by someone in our age group. Too many overseas companies give instruction writing to individuals who think they are good at English. But obviously, with so many companies failing in this, there is no one else who can actually confirm their skills.
